SUMMARY. In this paper we suggest a modification in the definition of balanced sampling design (Sinha, 1976). We also suggest a corresponding modification in the $C$- matrix of Patel and Dharmadhikari (1977) and characterize balance sampling designs in terms of characteristic roots of the modified $C$-matrix.
