SUMMARY. This paper presents methods for constructing orthogonal sets of balanced incomplete block designs with nested rows and columns. Included is an infinite series of orthogonal pairs of such designs in blocks of size $2 \times 2$ . The designs may be used as main effects plans, or for multistage experimentation..
